A meeting of the Parish Council was held on Wednesday 8th December 2010 at 7.00pm in the Cator Hall

 

Present

Mrs M Curry, Mr R Neale, Mr R Howes, Mr D Brozyna, Mrs S Wilson, Mr L Haslam, Cllr A Stewart and 8 parishioners.

 

Minutes

The minutes of the meeting held on the 10th November were read. It was proposed by Mrs S Wilson, seconded by Mr L Haslam and agreed unanimously that these be signed as a true record.

 

Matters Arising

  1. Triathlon 2011 Mrs Curry reported on a meeting she had had with Mr Ian Hamilton, the organiser of this event. It is proposed that cyclists will be passing through Eakring (up Wellow Road, right at the Saville Arms and down Bilsthorpe Road) twice on race day (Sunday 24th July). There will be signs up, marshals in position and no roads closed.
  2. Interpretation Board this is now in position.
  3. Christmas Tree the lighting up ceremony took place on Saturday 4th December. Mrs Curry said thanks were due to Mr Howes. She also wished to record thanks to Mr Neale for his work on the electrics and to Mrs Haslam and Mrs Neale.
  4. Salt Bags these have arrived with two distributed to the Cator Hall, one to the church, and two to the junction of Back Lane/Church Lane. Mr Howes expressed the view that the alleyway by the post office was a vital spot for treatment and Mrs Curry redirected one bag from the Cator Hall for use at this spot.
  5. Emergency Plan Mr Haslam announced that the first draft of the new Emergency Plan was ready and each parish councillor received a copy.
  6. Central Networks Lease Jakes and Co have written asking for a copy of the Playing Field title deeds. The PC discussed the problems of acquiring and keeping the deeds for an extended period of time.
  7. Highways Information Pack for Parishes NCC Highways Dept has supplied a printed copy of this information.

 

County/District Councillors

Cllr Stewart tried to explain some of the difficulties NCC was experiencing due to the extreme winter weather. At the start of the spell of snow the Authority had 15,000 tons of grit in stock but 10,000 tons of this was used in a week. 2.65m had been spent on salt this year. They were sourcing new stocks from as far away as Peru but as a result of the effects of supply and demand, costs were rising all the time. Cllr Stewart said the gritters were working 24hrs a day but use was having to be restricted to main roads. A number of the PCs said they believed the County Council had done an excellent job.

 

Cllr Stewart had to leave to attend another meeting.

 

The PC pointed out that although the back roads might not have been cleared, Eakring was luckier than many villages with two roads in and out of the village cleared.

Cator Hall

Mr Neale reported that the Hall was being well used and gave the example of the pantomime which is already extended over 5 nights which are almost fully booked.

 

Concerns about the heating turned out on inspection just to be misadjusted controls

 

Mrs Curry informed the PC that because of the pantomime in February the Cator Hall would be unavailable on the 9th for the PC meeting. The PC agreed rather than to change the date of their meeting to relocate their 9th February meeting to St Andrews Church 7.30pm.

 

Recreation Ground

Mrs Curry has a meeting w/c 14th December with Phil Beard and a landscape architect on the recreation ground.

 

Accounts

Eakring Echo Sponsorship 20.00

The PC voted unanimously to pay this account.

 

Precept

The Precept for 2011/2012 was considered. The PC were presented with estimated funds at 5.4.2011 and estimated expenditure for 2011/2012. It was proposed by Mrs M Curry, seconded by Mr L Haslam and agreed unanimously to set a cap of 1,000 as the grant for the Cator Hall insurance. It was agreed that the estimated expenditure should remain as last year (2010-2011) except for the audit fee which should be allocated 60. The exception was the section headed Community Initiatives.

 

It was proposed by Mr D Brozyna, seconded by Mr R Howes that the total Precept 2011/2012 should be 3,100, voting for 2, against 4, absent 1. It was proposed by Mr L Haslam, seconded by Mr R Neale that the total Precept 2011/2012 should be 3,350, voting for 4, against 2, absent 1. 250 will be allocated to community initiatives.

 

Any Other Business

  1. NSDC Community Infrastructure Levy Mrs Curry read a letter on this subject from NSDC. The PC discussed the subject and found anomalies in the groupings with Eakring grouped in the Ollerton area and Wellow grouped in the Southwell area in the residential section. They were concerned that a lack of information made it difficult to make judgements. They agreed that Mrs Curry would fill in the questionnaire on behalf of the PC.
  2. Jubilee 2012 Mrs Curry gave pre-warning that ideas would be required from any sources for how this might be celebrated locally.
  3. Computerisation Mrs Curry wondered about having the minutes of Eakring Parish Council meetings presented by computer generated sheets which would be distributed to the PCs prior to PC meetings. The PC began to express a variety of differing views on this subject when 8.00pm arrived and Mrs Curry suspended further discussion until the next Parish Council meeting.
  4. 8.00pm Mr Colin Walker, Head of the Planning Department at Newark and Sherwood District Council joined the meeting a full and frank exchange of views took place between Mr Walker, the Parish Council and the parishioners present on a range of planning related issues.

 

There being no further business the meeting closed at 9.10pm.
