EAKRING PARISH COUNCIL
Minutes of a Parish Council meeting held on
Wednesday 30th. July 2014 at 7.30 p.m. in the Cator Hall.
Present: Mr R Howes, Mrs J Chow, Mrs M Curry, Mrs S Wilson, Mr L Haslam, Mr R Brown and 2 Parishoners.
Apologies: Cllr R Jackson (NCC).
1.Councillor’s Declarations of Interest:
The Chairman reminded Councillors of their duty to declare any interests in agenda business at this point.
2.1:Proposed Development of the Bilsthorpe Energy Centre (BEC)
To manage unprocessed and pre-treated waste materials through
the construction and operation of a Plasma Gasification Facility, Materials
Recovery Facility and Energy Generation Infrastructure together with supporting
Bilsthorpe Business Park, Off Eakring Road, Bilsthorpe
The Parish Council discussed this application, which had been circulated prior to the meeting, but they decided in view of the complexity of the information received and the short time they had so far had to peruse it that they would request an extension of the consultation period until after the September Parish Council meeting. The Clerk was instructed to Email Mike Hankin at NCC with this request.
The meeting felt that on initial reading the answers supplied by the Applicants failed to address key elements such as ‘The nature of the type of waste to be burnt?’ and ‘The source of the waste to be burnt?’Whilst answers relating to wildlife concerns needed further study. As these were technical issues it was believed that advice should be sought from other sources before a decision was made and Mrs Curry agreed to provide further information for Councillors before the September meeting.

Vary Conditions 2,3,9 and13 and removal of conditions 4,6,8,11,12,15 and 16 of
Planning permission 12/01594/FULM
Former Bilsthorpe Colliery,Eakring Road,Bilsthorpe
The Parish Council were told of the above application that had arrived that week, which would be circulated, in effect asking for the majority of the conditions of a planning application that that been granted either removed or varied. The meeting talked about the principle of such an action with beliefs expressed that if it was done it would set a precedent for all planning applications and that surely conditions are imposed to protect the environment and locals and should be enforced unless fundamental changes can be shown to make them unnecessary.
3.Other Agenda Items.
3.1: Update on Casual Vacancy: The Clerk informed the Council that the date for 10 Parishoner’s requesting an election had passed on 29 July and he had not heard of any such request from NSDC.
THe Parish Council instructed the Clerk to place a Casual Vacancy notice on the Notice Board and in the Eakring Echo.
