EAKRING PARISH COUNCIL

                   Minutes of a meeting of the Parish Council held on

         Wednesday 14th. December 2011 at 7.30.p.m. in the Cator Hall.

 

Present: Mrs M Curry, Mr R Neale, Mr R Howes, Mr L Haslam, Mr R Brown, Mrs S Wilson, Mr P Lambert, Cllr A Stewart

 

Minutes:The Minutes of the meeting held on 9th. November 2011 were circulated prior to the meeting.It was proposed by Mr R Brown, seconded by Mr L Haslam and agreed unanimously that these be signed as a true record.

 

Matters Arising:

1.Mansey Common: Mr Rob Atkinson of Notts Wildlife Trust has accepted the Parish Council’s invitation to the February 2012 P C meeting and will show slides and explain how the Trust manage the site.

2.Street name sign posts; Mr Neale said he had name plates for Back Lane and Church Lane. Posts were available at £22.97 each plus VAT. It was proposed by Mrs S Wilson ,seconded by Mr L Haslam and agreed unanimously to purchase four posts. Mr Neale agreed to collect the posts. NSDC to be contacted to gain agreement to the placing of the signs.

3.Winter arrangements: Mr C Parsons from Eakring Farming contacted the P C to  inform them he was on NCC approved list to clear snow from Wellow Road and Newark Road. He asked if it was possible to be supplied with 2 tonnes of salt so he could spread it as necessary. After discussion it was proposed by Mr L Haslam, seconded by Mrs S Wilson with all in agreement that 2x 1 tonne bags at £55 each be purchased.

 

County/District Councillors;

Cllr Stewart said he would like to help the Parish Council with their project to improve the street signs around the village and would make a grant of  £201.88

The following planning decision had been received since the agenda was circulated. It was discussed at the meeting:

                               Application Number 10/01679/FUL

                               Construction of four new houses and extension of existing property

                               Highbury Kirklington Road Eakring

                               Application Permitted Full Planning Permission 28.11.11.

 

1.Local Development Plan: Mrs Curry said she felt it was important that the Parish Council arranged for Matthew Norton to come out from NSDC to advise on drawing up a Local Development Plan for Eakring to protect the open spaces in the village otherwise she believed we were wide open to development all over the village. Mr Howes was concerned that it could be a very complex and emotive operation. Mr Haslam envisaged a plan with a general consensus of agreement and Mrs Curry pointed out that  everyone’s views would be equally valid when the plan was drawn up.

 

Cator Hall:

1.Mr Brown reported that it had been decided to no longer hold Cinema events.

2.Mrs Curry explained that it had been necessary to fit an outside electricity supply socket to  power  the Christmas tree lights. This had cost the Cator Hall Management Committee £110. She suggested that the Parish Council should grant half the cost. It was proposed by Mrs S Wilson, seconded by Mr L Haslam with all in agreement that £50 be sent to CHMC to cover the invoice.

3. Mrs Wilson offered her thanks, to Mr Howes for the donation of the tree and said she thought it was a good shape.

4. Mrs Curry extended her thanks to Mrs Haslam for her help with the refreshments at the switching on of the Christmas tree lights.

 

Recreation Ground:

Mr Haslam had a collection box from the Savile Arms with money donated towards the proposed new playing field development.This will be counted and added to that already raised. The Parish Council asked the Clerk to arrange with the Trustees for the previous fund raising for the balance to be transferred to the PC accounts.

It was proposed by Mrs S Wilson, seconded by Mr L Haslam and agreed unanimously that these accounts be paid.

 

Precept:

The Precept for 2012/2013 was considered.The Parish Council were presented with estimated funds for 5.4.2012 and estimate expenditure for 2012/2013. After noting the annual commitments the Parish Council decided to allocate £350 to the Election fund, £700  to the Cator Hall insurance and £200 towards mowing the Recreation Ground.They recognised two possible large outgoings in the year 2012/2013 with the Jubilee celebrations and the Playing Field redevelopment and so allocated £600 to Community Iniatives The total precept requirement for 2012/2013 was £3500 an increase of £150 (4.48%). It was proposed by Mrs S Wilson, seconded by Mr L Haslam and agreed unanimously that the figure of £3500 be recorded.

 

Any Other Business:

1.Jubilee. Update: Mr Haslam presented a breakdown of figures to show that the Race Night had raised £640 and the Christmas Fayre £543. The total in the bank is £1714. One suggestion to celebrate the event is a Jubilee Wood  taking the example of 1937 when a silver birch was planted by Rev H Robinson.Mr Haslam explained that it had been proposed to divide the village into four sections and plant four areas of woodland. A meeting is to be held on 10 Jan when all ideas will be welcome.

2.National Grid sign: The Parish Council received an email from Bryan Ashford of National Grid stating he had a sign company ‘coming out in early Jan’ to fit a sign on the footpath post at the Triumph Road/Kirklington Road junction. The meeting chose this option for the wording-‘Access to National Grid training centre 300 yards on left (with arrow)’.

3Dogs:There have been a number of complaints about dogs fouling the footpath No 4 between Kirklington Rd/Back Lane by the old PO- A request for a notice to go in the Eakring Echo with emphasis if possible. Also concerns raised about dogs not on leads on, or by, the sides of roads.
