Minutes of a Parish Council Meeting held on

      Wednesday 9th November 2016 at 7.30 p.m in the Cator Hall.

Present:Mrs M Curry, Mr R Brown, Mr R Howes, Mr J Sweeney, Mr T White, Mrs N Kirk, Cllr R Jackson (NCC), Cllr L Tift (NSDC)  and 8 Parishoners.

Apologies: Mrs S Wilson.

1.Councillors’Declarations of Interest:

1.1:Mr Brown 3.4 and 11.1

1.2: Mr Sweeney 7.2.


2.1: The Minutes of the meeting held on 12th October 2016 were circulated prior to the meeting. It was proposed by Mr J Sweeney, seconded by Mr R Brown and agreed unanimously that they be signed as a true record.

3.Matters Arising:

3.1:Bilsthorpe Incinerator Planning Appeal: Mrs Curry said there was no news though it was interesting to note that two further incinerators, of a similar type,  had ceased operating nationwide due to not working properly.

3.2: Wind Farm update: The Clerk said an Email had arrived from NSDC re interference to TVs and more details re compensation would be sent after a 106 meeting due on 11Nov.

3.3:Pot Holes on Kirklington Road from National Grid to A617: The Clerk said that after intervention from Cllr Jackson he had received an Email from Jo Horton (NCC Highways) to say she would send out a Senior Inspector to view road and order repairs if necessary.

3.4:Reply from Mr Nigel Spraggins(Southwell Diocese) regarding wall between Cator Hall and Rectory Grounds: Apparently the Diocese have again written to the owners of the wall to find out when repairs to the wall will be undertaken. Also the Diocese do not intend to register the Cator Hall at the Land Registry until the sale is proceeding.

3.5:Christmas Tree Lights details: The Date of Friday 2nd December was confirmed.

3.6:Green Lane update: Mrs Curry said she had been in contact with the Parish Council solicitors and was waiting for them to contact her.

4.Public Questions and Comments:

4.1:Mr Woodvine said he hoped that Parish Councillors did not mind him contacting them about the access issue on the farm track off Bilsthorpe Road. Mrs Curry explained that this was why the Parish Council was there, to represent the views of residents.

4.2: It was pointed out that the lights had been mended on Bilsthorpe Road.

5.County/ District Councillors:

5.1:Cllr Tift said she had looked into the planning approval for Tenters Cottages site and she could confirm it had been granted with phased building with the detached house last.

5.2:Cllr Tift said it was potentially good news about the incinerator but you always had to bear in mind the developers might come along with a different incinerator proposal and you might have to go back to the planning stage.

5.3:Cllr Jackson asked if the salt had been delivered to the village.

5.4:Cllr Jackson explained he had put the road from National Grid to the ‘ Priority’ list.

5.5; Cllr Jackson said the Parish Council had raised a query about Rufford Abbey some months ago and he had finally been able to discover some information. The Catering was to be put out to  a third party contract.

5.6: Cllr Jackson was pleased to hear that Eakring had been connected to improved Broadband but Parish Councillors pointed out that residents needed to contact their providers to take up this service.

5.7: Mrs Curry informed Cllr Jackson that she had an application for the LIS scheme and would contact him directly.

5.8: Cllr Jackson had attended a SNG meeting at which it had been revealed that there had been a spate of burglaries in local villages especially with bungalows being targeted. It was agreed to pass the information on.


6.1: Correspondence at Meeting:

a.Town and County: Offering to quote for work mowing/tree etc- The Parish Council agreed to seek quotes.

b.Quintas Energy UK: The parish Council noted they had taken over responsibility for the Solar Farm on Eakring Road.

c.NCC: The Clerk reminded the Meeting of Road Closure-Kirklington Road 21Nov-16 Dec

d.NSDC:Consultation on the Community Infrastructure Levy Preliminary Draft Charging Schedule-Will be circulated.

e.Tree Works:Highbank, Kirklington Road.

6.2: Items Circulated:

The following planning applications were considered at the meeting:


      Householder application for the erection of a summer house in rear garden

      Highbank Kirklington Road.

The Parish Council studied the plans and discussed the application. A vote was called.

 For 3 (TW,RH,RB) Against 3(MC,NK,JS) absent 1(SW) casting vote against.The concerns raised were regarding size and its position. It was pointed out that two previous unsuccessful planning applications had been made to NSDC for properties in that position and it could set a precedent for a building.


      Erection of Two,two-bed-roomed dwellings and associated access

      Land Adjacent Cherry view, Bilsthorpe Road.

The Parish Council studied the plans and discussed the application. A vote was called.

For Nil Against 5 Declared Interest 1 (JS) Absent 1 (SW).The reasons the Parish Council were against the Scheme were 1) AccessThe Site was accessed from an unmade farm track (Query ownership?) and would set a precedent for a ribbon development down the fields. 2) Is an open field site and they turned down the Eco homes opposite. 3)Eakring is supposed to be an unsustainable village.

7.3The following planning application has been received:


    Residential development of up to 113 dwellings with associated access, drainage

    Infrastructure, landscaping, open spaces, car parking and all ancillary works.

    All matters reserved except for access.

    Land at Oldbridge Way, Bilsthorpe.

    For- Against-: Not voted on as in another Paris but comments returned to NSDC.1.11.2016.

8.Cator Hall:

8.1:Report from Cator Hall Representative: Mr Brown had nothing to report.

9.Recreation Ground:

9.1: Report from Chairman of Playing Field Committee: Mr Sweeney said the AGM would go ahead in the Cator Hall on 16 November.

9.2: The Clerk said that a Parishoner had reported a noxious smell on the Field. He had noted a slight smell. There was however a definite wet patch along the bottom edge of the field.He had asked Cllr Sweeney to take a look  but the Clerk suggested other Councillors investigate. Mrs Curry instructed just to call out Severn – Trent.

10.Mompesson Cross:

10.1:Mrs Curry said that quotes for the work required had not yet been acquired.


11.1:Accounts for payment:

        St Andrews Churchyard Maintenance Grant                                    £ 180.00

It was agreed unanimously to pay the above account.

12.Other Agenda Items:

12.1:Mr and Mrs Lambert were joined by Ms Claire Pendle(planner) and Mr Richard Haig(architect) to present pre-application stage details of the design for a property they hope to build on land they own opposite their home on Mill Lane.They explained how they wished to downsize whilst continuing to live in the village. The Parish Council had the opportunity to view plans and ask questions.

13.1; There being no other business the meeting closed at 8.15p.m.
