††††††††††††††††††† Thursday 16th July 2015 at 7.30 p.m. in the Cator Hall

Present: Mrs M Curry, Mr R Brown, Mrs S Wilson,Mr T White, Mr J Sweeney, Mrs N Kirk.

1.Councillorís Declaration of Interest:

1.1: There were no declarations of interest.

2.Public Questions and Comments:

2.1: None.


3.1:Lightsource: Reply regarding Community Benefit Payments:The Company wrote to say that their financing structure meant they could not provide lump sums before the due date. They can, however, 100% confirm the community benefit is payable over the 20 year period and would be happy to send something formal to that effect in writing to present to the Bank to support any loan application.- The Parish Council agreed to request such a letter.

4.Recreation Ground:

4.1:Discussion took place on the proposed new Recreation Ground development and its funding in particular bearing in mind the letter from Lightsource.Mrs Curry said that as purchasing the Cator Hall had been identified as a priority at the last meeting it was necessary to manage cash flow which might mean putting a hold on the £22,500 promised by the Wind Turbine Community Benefit Fund to the Recreation Ground Development scheme. As the 2nd payment of The Solar Farm money was due next April, if the Wind Turbine Company could be approached, and were agreeable, there would be enough funds to purchase the Cator Hall without having to approach a bank and pay interest on a loan. The question was asked that if this option was taken would there be a delay in any Playing Field development but Mrs Curry said No as it was only a short term managing of money. Mrs Curry revealed she was meeting with National Grid on Monday next week and would approach them for funding for the Playing Field.

Mrs Wilson said she thought that the decision needed formalising. Mrs Curry had laid out financing purchasing the Cator Hall with 2 years payments from the Solar Farm Community Benefit payment plus the payment from the Wind Turbine Benefit payment if it could be transferred. Mss Wilson asked if a copy of the Deeds has arrived yet and was told No.It was agreed to formally write to see the Deeds.Mrs Wilson also proposed that the recreation ground be developed. Mrs Curry seconded the proposal and it was agreed unanimously.

Mrs Kirk and Mr Sweeney said they had met with Karen Tarburton (RCAN) to discuss how the field could be developed. Her view was not to level it as it would be a waste of money. Each contractor could be responsible for levelling the section they were responsible for if necessary. A Fun Day was planned for early September to raise funds and involve the Community.Mrs Curry suggested that the Recreation Ground Committee should be set up as soon as possible . There was already a bank account with funds.

5.Any Other Business:


5.2: The Clerk was asked to put a notice in the Eakring Echo about parking on narrow roads in the village as it was causing problems and could cause a hazard for emergency vehicles.

5.3: An incident of anti-social behaviour on Triumph Road was raised. A quiet word was suggested as a solution.

There being no other business the meeting closed at 7.50 p.m.
