EAKRING PARISH COUNCIL
Minutes of a meeting of the Parish Council Held on
Wednesday 12th October 2016 at 7.30p.m in the Cator Hall.
Present:Mrs M Curry, Mr R Brown, Mrs S Wilson, Mr T White, Mr J Sweeney, Cllr R Jackson (NCC) and 2 Parishoners.
Apologies: Mrs N Kirk.
1.Councillors’Declarations of Interest.
1.1:Mr Brown and mrs Wilson declared an interest in item 3.4.
2.1: The minutes of the meeting held on 14th September 2016 were circulated prior to the meeting.It was proposed by Mrs S Wilson, seconded by Mr T White and agreed unanimously that they be signed as a true record.
3.1:Bilsthorpe Incinerator update: Mrs Curry said there had been no progress on an application for an Environmental Permit but meanwhile RAGE were continuing to fund raise. She outlined various events taking place.
3.2:Wind Farm update: one resident had responded to the television interference appeal and it was agreed to ask for further details from NSDC.
3.3:Shale Wealth Fund Government Consultation: Mrs Curry agreed to investigate further and if appropriate respond on behalf of the Parish Council.
3.4:No reply had been received from Mr Nigel Spraggings(Southwell Diocese) regarding concerns about the wall between the Cator Hall grounds and the Rectory grounds. As this is the third letter that has been sent and not responded to this year the Parish Council agreed to a)send copies of all 3 letters with a covering letter b)hand deliver the letter.
3.5:Bus Concerns: The Clerk said that NCC had agreed to place the new timetable on the bus stop by the end of September (done) and had sent a letter of apology. Stagecoach had responded to a phone call about buses turning in Triumph Road to say that a notice was already posted in the garage reminding drivers of the correct place to turn. They would remind drivers that they must keep to this.
3.6:Quotes and ideas for tradespersons to carry out work at Mompesson’s Cross: A person had been asked to quote but had not responded. A second person had not been out to look at the job. It was agreed that with no other suggestions for tradespeople to approach for quotes Mrs Curry would seek other quotations.
3.7:Pot holes on Kirklington Road: The Clerk informed Cllr Jackson that the Parish Council had received his Email that he had referred the issue to VIA and that they would contact the Parish Council for a site meeting but to date no contact had been made.He agreed to follow this up.
4.Public Questions and Comments:
4.1:Information was provided concerning a black Range Rover and an associated Luton Van and the descriptions of two men and a number of incidents involving the theft of power tools
5.1:Cllr Jackson said that ‘TESCO Bags of Money was a good scheme to apply to funding for and he would send an Email about it.
5.2:Regarding speeding vehicle concerns Cllr Jackson provided a contact for the Community Speed Awareness Car in Mansfield.
6.1:Correspondence at meeting:
a.NCC: Supporting Local Communities Fund: Cllr Jackson had already pointed out that this scheme was again available this year. Mrs Curry agreed to fill in an application on behalf of the Playing Field.
b.NCC: Winter Assistance to Parish Councils- It was agreed to request the 5 free bags of salt but not purchase any of the other items on offer.
c.Lloyds Bank: Interest Rates Going Down: The Parish Council noted their accounts rates will now be 0.05%
d.VIA/NCC: notice of Temporary Closure of Kirklington Road 21/11/16-16/12/16;
e.NSDC: Notice of Enforcement Enquiry Mill Lane.

The following decision notices have been received:

Erection of 9 Environmentally sustainable ECO Homes,

Land to the South of Bilsthorpe Road, Eakring.
Application Refused Full Planning Permission Major 6.10.2016.
8.1:Report from Cator Hall Committee Representative-Mr Brown announced that there had not been a meeting this month so he had no items to report.
9.1:Report from Chairman of Playing Field Committee: Mr Sweeney said he had not been able to set up an AGM but he now had some proposed dates and he would talk with other members of the committee and announce the date of the AGM in the Eakring Echo. Mrs Curry agreed to confirm the availability of the Cator Hall.
9.2: The Clerk told the meeting that he had been to the Field and it was ready for another cut.
10.1; Mrs Curry said the area was being well maintained and other issues had already been dealt with.
11.1:Accounts for payment-
Cator Hall Rent (April-Sept) £ 56.25
Audit Fees (Grant Thornton) £120.00
It was proposed by Mrs S Wilson,seconded by Mr T White and agreed unanimously that these accounts be paid.
11.2:Notice of Conclusion of Audit from Grant Thornton(External Auditors)-The Audit has been signed off by the Auditors and notice has been given on the Eakring.org web site.
12.Other Agenda Items:
12.1:Discussion of Christmas Tree Lights 2016: It was agreed to go ahead with the lighting up event this year with Friday 2nd December at the preferred time and date. The Clerk was asked to try and book he Cator Hall. Parish Councillors indicated their willingness to help.
