A meeting of the Parish Council was held on Wednesday 10th March 2010 at 7.30pm in the Cator Hall



Mrs M Curry, Mr R Neale, Mr R Howes, Mr D Brozyna, Mr R Brown, Mrs S Wilson, Mr L Haslam, Cllr A Stewart and 3 Parishioners.



The minutes of the meeting held on 10th February were read.  It was proposed by Mr D Brozyna, seconded by Mr R Brown and agreed unanimously that these be signed as a true record.


Matters Arising

  1. Cator Hall Lease – a letter has been received from the Diocese of Southwell offering a supplemental lease of 21 years on the Cator Hall from when the present lease expires in June 2020.  The PC were made aware that legal fees would be involved.  It was proposed by Mr R Howes, seconded by Mr D Brozyna with all in favour that the lease be extended.
  2. Green Lane Inspection – Mr Haslam reported that everything appeared in order when he and the Clerk made the annual inspection of the Green Lane.
  3. Litter – in spite of measures already taken, there still seems to be a number of examples of littering spoiling the appearance of the village.  A formal arrangement will be made with the WI to try and organise a clean up.
  4. Road Surface near High Trees Corner – A letter was read out from the Highways Dept (NCC) detailing their views.  They have cleared the gullies as requested.  They are waiting to carry out a ‘wet weather inspection’. Possible road warning signs depend on budget considerations and thoughts are being given to a barrier against the dyke on the bend.
  5. Anti-Skid Surface – This is thought to have been laid in the appropriate place according to accident surveys.
  6. Grit Bins – It was decided to postpone debate on village bins until NCC conducted their review into the winter’s weather and how they coped with it.
  7. Trees on Mill Lane – The Tree Officer has visited the site and believes that whilst some trees have been removed illegally, most have been removed without breaching regulations.
  8. Illegal Motorcycle Riding – The PC heard that 15 motorcycles have been stopped for off-road activities in the Bilsthorpe area and one had had his bike seized for offences.
  9. Planter – this is about to be placed in its permanent site.


County/District Councillors

  1. Cllr Stewart said that when NCC carried out HGV Weight Restriction Surveys, he had added the road from the A614 to Caunton to the list.  However he pointed out that the section from the village to Caunton is more likely to meet the criteria than the section from the A614 to the village.
  2. Work on Sandy Lane has been completed and received favourable comments though the PC pointed out that NCC workmen had left barriers and other rubbish that needed clearing away.
  3. Cllr Stewart praised the mosaic and the dedication service which he attended.



  1. Rural Community Action Nottinghamshire membership 2010-11.  It was proposed by Mr R Howes, seconded by Mr D Brozyna and agreed unanimously to continue with the non-membership rate of £7.50 for the next year 2010-11 (to include 3 copies of Rural Voice).
  2. NCC Local Improvement Scheme – it was agreed unanimously to choose a 1800mm seat with cast iron ends and anti-vandal metal slats to be sited near the fence on the southern boundary of the Recreation Ground.  Mr Neale agreed to draw a sketch plan of exactly where the PC required the seat to be placed.
  3. NSDC Consultation on Developer Contributions for Strategic Infrastructure – it was agreed to circulate this for comments.
  4. NCC Standing Water in vicinity of Hillcrest, Kirklington Road.  The Highways Dept report that an inspection of existing gullies and drains has been requested but may take some while.

Long Springs

The minutes of the NSDC Planning Committee were read out.  In the light of Cllr Armstrong’s comments on the proposed plans, the PC voted unanimously to write to Cllr Armstrong to invite her to the next Parish Council meeting.


Cator Hall

Mr Brown reported that plans had been drawn up for the summer and as far as Christmas.  It is proposed as a safety measure to repaint the white lines on the steps by the Cator Hall.


Recreation Ground

Quote for mowing 2010 – a quote has been received from NCC Landscape Services for £30 per cut (14 cuts total £420) which matched that from the other company.  It was agreed unanimously to accept the quotation from NCC Landscape Services.



NALC Subscription 2010-2011 £78.49


It was proposed by Mr D Brozyna, seconded by Mr R Brown, with all in agreement that this account be paid.


Any Other Business

  1. Bilsthorpe Parish Council are wishing to put up ‘Welcome to Bilsthorpe’ signs, one of which for logistical reasons they hoped to site in Eakring Parish.  The PC suggested they placed their request in writing.
  2. The PC considered two planning applications for Stentons Croft, Church Lane, Eakring.


There being no further business the meeting closed at 8.35pm.
