A meeting of the Parish Council was held on Wednesday 8th September 2010 at 7.30pm in the Cator Hall

Minutes

The minutes of the meetings held on 9th June and 9th August were read.  It was proposed by Mr D Brozyna, seconded by Mr L Haslam and agreed unanimously that these be signed as a true record.

 

Matters Arising

1. Bus Shelter – this is now complete and it was generally agreed that it is a ‘nice piece of work’.

2. Emergency Plan – Mr Haslam reported that work on this is almost complete and it will be presented to the PC at the October meeting.

 

County/District Councillors

It was noted that the District Councillors had not been seen at a PC meeting recently and the Clerk was asked to place a personal invitation to them when the next agenda is sent out.

1. Cllr Stewart explained some of the restrictions that balancing budgets might impose but he did say that roadworks planned for Eakring Road are to be carried out.

2. Mr Howes expressed his concern about the junction onto the A617 and Cllr Stewart promised to see what could be done.

Cator Hall

1. Extension of lease update – two letters have been received from Rothera Dowson Solicitors. Ms Amanda Redgate informed the PC she had been instructed by Southwell and Nottingham Diocesan Board of Finance to act for them.  She offered to act for the PC in preparing and submitting the Land Registry application to register the new lease.  (She estimated the costs of be £200 + VAT with a Land Registry Fee of £50).  The PC voted unanimously to accept this estimate.

2. Post Office – Mr Brown and Mr Neale explained to the PC the negotiations with the PO to provide a PO service 2 hours a week in the Cator Hall.  Mr Neal said that there were a few details to be finalised but if it worked out it was a project worth proceeding with as it involved no cost, no upheaval whilst providing a service to the village and a potential income of £1000 p.a.

 

Recreation Ground

A section of fence on the south side of the field has been removed.  The Clerk will try to obtain quotes for its replacement.

 

Accounts

Audit 2009-2010.  The external auditors have approved the accounts for the year ending 31st March 2010.  The Clerk read out a letter from Clement Keys dated 2 July 2010.

It was proposed by Mr D Brozyna, seconded by Mr R Howes with all in agreement that these accounts be paid.  Mr Neale agreed to follow up the telephone refurbishment invoice.

 

Any Other Business

1.               Interpretation Board (a) the PC agreed to sign the maintenance responsibility contract; (b) Mr Neale said there was some question exactly where the interpretation board should stand.  It was suggested a site meeting should take place.

2.               Recycling Scheme – Recycling Ollerton and Bougthon hope to introduce a fortnightly collection of glass and textiles into Eakring in late Autumn.  The PC agreed they were in favour of the scheme.

3.               Green Lane – proposed tree work – West Coast Network Services wish to complete some tree work under power lines viz fell 2 – 4 trees, cut 2 lengths of hedge to 5ft high, coppice a section of scrub between the hedges and lines of trees.  In exchange they are prepared to compensate the PC with 36 native species trees.  The PC agreed to permit this work.

4.               Dog Fouling Signs – The Clerk reported that FP officer could not supply Dog Fouling Signs for the problem areas by the allotments and across the FPs adjacent but that he had no objection to you posting signs that you obtained from NSDC. These signs cost £1.80 each (sold in packs of 10).  The PC decided to purchase a pack of signs.  The PC were read a letter from a Parishioner concerned about dog mess being placed in ordinary lamp post bins. The possibility of proper dog mess bins was raised and considered.

5.               Planning Signs – the PC were of the opinion that site notices for planning applications, many long out of date, were making the village untidy and decided to place a note in the Eakring Echo to ask for out of date ones to be taken down.

6.               Bus Shelter – Mr Neale expressed the opinion, supported by many other PCS, that now the village had a new bus shelter it was a pity to damage it with notices pinned or stuck to it.  He suggested supplying a couple of boards (cork?) so that notices could be put up safely.

7.               The PC considered a Planning Application received late for land at Stonish Hill and former Bilsthorpe Colliery, Eakring Road, Bilsthorpe.

 

There being no further business, the meeting closed at 8.45pm.
