A meeting of the Parish Council was held on Wednesday 9th March 2011 at 7.30pm in the Cator Hall

Minutes

The minutes of the meeting held on Wednesday 9th February were read.  It was proposed by Mr D Brozyna, seconded by Mr R Neale and agreed unanimously that these be signed as a true record. 

 

Matters Arising

  1. Jubilee 2012 – Mrs Curry said village organisations had been asked to begin considering ideas how Eakring, as a village, could celebrate this event.  The next stage would be to invite 1-2 reps from each group to a meeting.
  2. Litter Pick 12th March.  The Clerk has been in touch with Andrew Kirk at NSDC who has agreed to supply grabbers, high visibility jackets, bags and other equipment.  Cllr Armstrong has offered to deliver them to the village.
  3. Green Lane Inspection – Mr Neale reported the he had carried out the inspection with the clerk and everything was in order, though the tree works agreed with West Coast Network Services had not been carried out.  The Clerk said a phone call to Roger Huckle (WCNS) got the repose that the work could be postponed until the end of the nesting season if the PC desired.  The PC decided to contact WCNS to make this request.
  4. Follow up work to parish walkabout – it was noted that this work had still not been competed.  Highways Dept to be contacted.
  5. Chicken Smell – the PC heard that the source of the smell had been identified.  They decided to contact NSDC Environmental Health Dept.
  6. Bilsthorpe Rd – Stop Give Way Sign – Mr Brozyna thanked Cllr Stewart for his quick response to his query about this problem area.  A number of PCs were concerned that the NCC reply did not take into account either the increased usage of the junction both from the commercial and residential development or the number of near misses that went unrecorded in the accident statistics.  Cllr Stewart suggested the new depot, about to be created, might necessitate changes at this junction.

 

Mrs Curry said she understood traffic to the new depot would not be allowed to go through Bilsthorpe village.   She asked could this rule be extended to Eakring.  Cllr Stewart thought that a letter to Jo Horton (Highways Dept) would be appropriate.  The PC decided to send a letter.

 

  1. Anti Dog Fouling Signs – it was agreed to look for appropriate places to display the news signs whilst carrying out the litter pick (12th March).  Mr Brozyna expressed concern about stray dogs and asked about the availability of the dog warden.  It was decided to place a note in the Eakring Echo about the dangers of dogs off leads on or by roads.
  2. Light on FP 23 – Mr Neale pointed out that this light was still out (reported 10.2.11).
  3. Computerised minutes – these will begin with the new PC in May.

 

County/District Councillors

  1. A discussion took place about the initial phase of the development of the Recreation Ground and its source of funding and the reasoning behind it.  Cllr Stewart suggested that next year the NCC LIS scheme could be a source of major funding although thoughts would have to be given to matched funding.
  2. Mr Neale raised the problem of water seeping from a drain cover on the pavement outside the old school on Main Street. The clerk said it has been reported to the NCC call centre on 24th Jan and had been passed on to STW. Cllr Stewart suggested contacting Jo Horton (NCC Highways) direct.

 

Correspondence

  1. HM Revenue and Customs – Parish Council Clerks PAYC Implementation – Mrs Curry raised the implications of this new legislation with Cllr Stewart.  He suggested contacting NALC.
  2. CPRE Best Kept Village Competition – the PC decided not to enter in 2011.
  3. NCC County Council Civic Services 26 June 2011.
  4. Royal Wedding Street Party Request for Donation – the PC considered this request.  Whilst in principle they were in favour of the donation they decided to ask for further details before they could complete the Grant.

Mr Brown reported that the funds showed a healthy balance and it had been decided to put money into improving the hall.  First was a new front door with possible future projects partial wall cladding and changes to flooring.

It was proposed by Mr D Brozyna, seconded by Mr R Neale with all in agreement that these accounts be paid.

 

Any Other Business

  1. Complimentary comments were made about the pantomime.
  2. The Chairman and Vice Chairman agreed to sign the lease to allow Central Networks access across the Recreation Ground as agreed in PC minutes Nov 2010.

 

There being no further business the meeting closed at 8.40pm.
