EAKRING PARISH COUNCIL

                 Minutes of a meeting of the Parish Council held on

        Wednesday 14th. September 2011  at 7.30.p.m. in the Cator Hall.

 

Present:Mrs M Curry, Mr R Neale, Mr R Howes, Mr L Haslam, Mrs S Wilson, Mr R Brown,

Cllr A Stewart, Cllr N Armstrong, Cllr B Laughton.

Minutes: The Minutes of the Meeting held on 8th. June 2011 were circulated prior to the meeting. It was proposed by Mr R. Neale, seconded by Mrs S Wilson and agreed unanimously that these be signed as a true record.

 

Matters Arising:

1.Eakring to Caunton Road: A letter had been received from NCC explaining the procedure for implementing a weight limit on a road and planning as a first step to carry out a traffic count. After debate it was decided to respond that the most appropriate day and time for the count would be a normal Monday morning commencing at 6.00a.m.

2.New Village Noticeboard: Both Mrs Curry and the Clerk provided examples of possible designs for a new board for consideration but as Mr Lambert was not present it was decided to postpone a decision until next month. Cllr Stewart pointed out that NCC supplied boards and said that wooden as well as metal ones were available.

3.Fixed Assets:This subject began to be discussed but issues were raised which required further clarification before decisions could be made so it was decided to consult NALC for  advice.

 

County/District Councillors.

1.Cllr Stewart enquired about progress with the directional signs for National Grid at the Triumph Road /Kirklington Road junction. He was informed that the Parish Council understood that NCC had agreed to the position of one sign  and National Grid would arrange for manufacture and fitting.

2. A number of concerns were voiced about the newly imposed 50 speed limit on the A614.

In particular the anomaly that as soon as traffic left the road they could go at 60 mph and thus an increased number of vehicles were using the villages as cut throughs. Cllr Stewart advised that the police should be contacted and asked to enforce the speed limits.He said that on the A614 cameras were to be set up beginning at Arnold and progressing along the road.

3.Cllr Stewart  accepted a LIS application for the Recreation Ground ( Full figures pending as clarification about WREN funding re Bilsthorpe Tip site sought)

4.Mrs Curry outlined difficulties experienced getting information from Newark and Sherwood District DC and Cllr Laughton agreed to look into the matter.

1.NSDC: Newark and Sherwood Local Development Framework: A copy of the Core Strategy Development Plan Document arrived and the Parish Council were disturbed to hear that “there will be no village envelope in your village”

Cator Hall:

 A letter was received from the Cator Hall Management Committee  containing a summary of ideas for improving the Hall’s facilities and asking for specific suggestions. A lively discussion took place and Mr Brown agreed to take the Parish Council’s views to the next CHMC meeting. These included giving consideration to a) moving the bar serving area       90 degrees  to its present position and b) purchasing an instant hot water boiler to replace the urns.

 

Recreation Ground:

1.      The Clerk reported that the grass needed cutting again and it was agreed to ask Mr Meanley to carry out another mowing.

2.      A large tree is down over the footbridge at the corner of the field blocking Footpath 16. This was reported to NCC ( August 16th) and the FP has been officially closed since 17th August awaiting removal of tree.

3.      The Clerk reported a build up of rubbish in the dyke.

It was proposed by Mr R Neale ,seconded by Mrs S Wilson with all in agreement that these accounts be paid.

 

Any Other Business:

1.      NCC: Winter Service Offers of Assistance to Parish Councils- It was decided to accept the offer of 5x25kg  bags of  salt but not to purchase any small bags of salt, large bags of salt or grit bins. Our snow warden is Mr R Howes. This information will be passed on to NCC. The search by NCC for local farmers interested in clearing snow from village roads on a paid basis in winter weather will be made known to Eakring based farmers.

2.      Mrs Curry provided an update on the Jubilee project with a Safari Supper having raised £633. It was decided to place this in the Bank Account pending opening a separate Deposit Account. Mrs Curry said the aim was to raise £3000 and outlined a number of proposed fund raising events. The field on Kirklington Road had been earmarked as a the site of the “Event”. Suggestions were still being sought as to what might take place.

3.      Mr Howes raised the issue of intrusive floodlighting on the new section of National Grid. It was suggested that a personal approach would be the best initial action.
